Yes, though I wouldn't have called it a setback for the Bush administration considering he is against stem cell research to begin with. I find it oddly fortuitious that all of the stem cells from the time period he allowed are the ones tainted and probably unusable. I don't think he did this on purpose, but he sure did get lucky.
